I highly recommend using a long line when training recalls. This way you ensure your dog's safety while you are working on the behavior. It also gives you another way to communicate with the dog if they aren't listening to your voice.
Start with your dog pretty close to you and with very limited distractions. Have some yummy treats (or another equally exciting reward -- some dogs would much rather play a game of tug than get a treat, so find something that works for your dog).
Call your dog to you in a really exciting and inviting tone. You can even turn away from them and make them chase you for a couple steps -- most dogs find it super fun, so it usually works pretty well! When they get to you, give them some great treats.
Repeat the process from different distances and with varying distractions. I recommend continuing to use the long line until you are completely confident that your dog will come every single time!
It is important that your dog wants to come to you when you ask them to, so never scold your dog when they come to you (even if you have been chasing them around the neighborhood for the past twenty minutes, and they only now decided to come to you).
